Planners are faced with significant challenges. Unlike any period in recent history, great uncertainty surrounds transportation technology, climate, demographics and societal issues. A new planning paradigm is required that explicitly adopts uncertainty into the planning process. The backbone of that process is the formulation and adoption of scenario planning.
